Appendix 3

Timeline of the Aleksey Pichugin case

27 May 2003. Aleksey Pichugin is summoned to the Russian Federation Procuracy General for questioning as a witness regarding the disappearance in November 2002 of friends of his from Tambov - Sergey and Olga Gorin, to whose son he is godfather. He is released after three hours.

10 June 2003. Procuracy General investigating officer Yuriy Burtovoy orders searches of Pichugin's office, his registered address and his actual home address.

11 June 2003. Burtovoy writes to head of the FSB Economic Security Department Yuriy Zaostrovtsev and Deputy Interior Minister Rashid Nurgaliyev, asking for 12 possible scenarios for the Gorins' disappearance to be examined. One of these scenarios is that Pichugin was involved.

19 June 2003. Investigators from the Procuracy General, backed up by FSB officers, search Pichugin's office, registered address and home address. The search of his home is attended by 21 FSB officers, although the official record only says two. During the search the FSB officers refuse to show ID or give their names. Pichugin's lawyers are prevented from attending.

FSB officer Ananyev writes a report for Burtovoy, stating Pichugin's complicity in a series of crimes as part of a group (neither the crimes nor the group members are specified) and requests Pichugin's arrest.

After the search, Pichugin is forcibly taken to the Procuracy General, where for several hours he is questioned as a witness. Prosecutors call a break in the questioning, after which they tell Pichugin that he is under suspicion. On the basis of the FSB report, Pichugin is held in custody at the FSB remand centre in Lefortovo.

21 June 2003. The prosecution has no grounds to call for Pichugin to be detained, but the Basmannyy Court issues a three-month arrest warrant. During the court hearing, prosecutor Lakhtin constantly calls someone by mobile phone and reports on its progress.

24 June 2003. Investigating officer Demidov, accompanied by FSB officer Ananyev, travel to a prison colony on Ognennyy island to question Tambov man Igor Korovnikov, convicted in 2000 and sentenced to life for 10 murders and eight rapes. Korovnikov testifies that "because of what Gorin told him" he knows that Pichugin is involved in a series of crimes.

26 June 2003. Pichugin is charged with the murder of Sergey and Olga Gorin, with organising an attempt on the life of Rosprom company premises manager Viktor Kolesov, and with organising an attempt on the life of former Menatep Bank employee Olga Kostina. Pichugin states his innocence on all counts and under article 51 of the Russian Federation Constitution refuses to answer questions.

7 July 2003. Deputy Prosecutor-General Yuriy Biryukov appoints Yuriy Burtovoy to lead the investigation team in the Pichugin case. FSB officers Tambovtsev and Ananyev are included in the team.

11 July 2003. Tambovtsev and Ananyev attempt to question Pichugin the absence of his lawyers.
